The energy use per capita has decreased over the past 10 years.
In 1999 it was at it's highest it's ever been at 2,401.15kg to in 2011 2,106.11kg I found this graph on Google public data and below is the link.

According to statistics on http://data.worldbank.org/indicator/EN.ATM.CO2E.PC CO2 emissions in Hong Kong are decreasing from 2009 5.3 metric tons to 2010 5.2 metric tons.
I think because of energy use decreasing CO2 emissions are decreasing.
